Calls for special fund to deal with ‘Brexit shock’

There's a call for the Government to set up a one billion euro Brexit fund to help businesses withstand a 'Brexit shock.'

It's pre-budget submission also suggests greater investment in higher education and research links between the UK and Ireland.
