Leonard's Subaru has a slender 3.3 second advantage over Keith Cronin's DS3 R5, and a further 15.3 back to Sam Moffett in an R5 Fiesta.
Manus Kelly and Donal Barrett sit fourth in their Subaru 12b.
In the National Rally, Franks Kelly's Escort leads Scotland's David Bogie by 9 seconds and Damien Gallagher is third 18 seconds back on Bogie.
