Carnagarve campaigner says council has questions to answer over 2009 newspaper advertisement

The Community for a Clean Estuary group in Moville is questioning why, six years after flagging its intention to apply for a discharge licence for a waste water treatment plant at Carnagarve, no such application has yet been made.
The campaign has also pointed out that the notice appeared in the Donegal News, which is not on the approved list of papers for the placing of notices in the Inishowen area.
Campaign spokesperson Enda Craig says following an exchange of correspondence with the council’s Director of Environmental Services, they are no closer to getting the answers they want………

Your response to my queries is disappointing.
In relation to point No.1 i requested an explanation not a confirmation.  I view this response as an evasion.
Again, as with point No.2 you have not provided an explanation to my central point.  Instead you provide answers to questions that were not asked in the first place.

I refer to your email of the 10th September 2015 in relation to the above.
I wish to confirm that the notice was published in the Derry People/Donegal News.
 
As you are aware it was proposed to develop the Moville/Greencastle Sewerage Scheme and in that context you will note the reference to a “proposal to discharge water to Lough Foyle from an upgraded treatment works at Carnagarve.” Subsequent to this legal proceedings were initiated which delayed the proposed development. Also, in the intervening period the responsibility for the provision of water services transferred to Irish Water from January 1st 2014. In the circumstances proposals in relation to this project are now a matter for Irish Water.

Dear Mr Peoples,
 
 Please see attached newspaper notice as appeared in the Donegal News  on Fri 9th Jan 2009.
Two points of concern arise in relation to this notice which i am asking you to address,
 
1.  Why was this notice advertised in a paper which is not included on Donegal Co. Cl’s official list of acceptable ‘ local circulating              newspapers ‘ for the Moville/Greencastle area thus giving local residents virtually zero opportunity of proper access to                        information.
 
2.  In the knowledge that DCC had not  and to date neither has Irish Water  applied for a discharge licence for the proposed          Moville/Greencatle WWTP,  why then was the following statement  included in this notice   ‘ A propsed discharge of Waste                  Water to Lough Foyle from an upgraded treatment works at Carnagarve  (National Grid Ref. 262763   438553 )’
