The Gaelic Players Association have unveiled their proposal to the GAA as part of the associations competition structures review.
The proposed format includes in addition to the League and Provincial Championships, a new 32-team series of eight groups with seedings determined by League standings and Provincial Championships.
The proposal also includes Provincial Championships starting in April and the All Ireland final moving back to the first weekend of September with the hurling taking place on the last weekend of August.
The GPA says the new series will provide a serious impetus for inter-county football competition while facilitating an improvement in the club fixture schedule.
Meanwhile, The players association says the majority of players from lower division counties have rejected a secondary competition.
