On a frustrating night for Harps, they had to be content with a point after Waterford held firm at Finn Park.
And with UCD and Shelbourne also only drawing their games, Wexford Youths have stretched their lead at the top to 4 points following their win over Cobh.
Harps had their chances to win this game. Damien McNulty had a headed goal ruled out for offside on 73 mins. After that Kevin McHugh, Nathan Boyle and Ciaran Coll all had chances but it was not to be.
Waterford were denied in the early stages of the second half when Corey Galvin crashed his effort off the post.
