Dallat concerned that Derry Belfast rail upgrade could be delayed again

East Derry MLA John Dallat says concern is growing that the long awaited upgrade of the Derry-Belfast railway could be delayed again because of funding issues.
Regional Development Minister Danny Kennedy has written to assembly members, indicating that while upgrades to the signalling system can go ahead, the substantive upgrade depends on European funding.
An application has been made under the Special European Programmes Body, but Mr Dallat says that will take at least six months to be processed, with no guarantee of success……..
