Figures published this morning show almost 22 thousand people in Donegal are in receipt of the winter fuel allowance.
Only Cork and Dublin have higher figures.
The figures were released by Energy Action ahead of its annual conference which will take place at Croke Park on 6th October 2014.
Energy Action describes itself as a not-for-profit pioneer in the field for over 20 years.
