Donegal County Council is calling on the Minister for Finance to introduce measures in Budget 2013 to help people who are struggling with mortgage payments.
83,251 mortgage holders are now three months or more behind on their payments.
Another 40,221 mortgage holders have had to have their monthly payments lowered with agreement of their lender, but are not in arrears.
