New council manager to continue with ‘Whole System Of Work’

The new Donegal County Manager Seamus Neely says he will continue to implement the “Whole System of Work” model of management which was promoted by his predecessor Michael Mc Loone.
The commitment to the system led auditors to question how consultants were recruited and paid.
The system is a new one developed by a team of consultants to whom Donegal County Council has paid  almost 2.5 million euro, and if supported by unions, it will radically overhaul the way the council operates.
However, will this new system hinder the new manager, and prevent him from implementing his own management ideas?
