Questions raised after Section 140 fails in council chamber

It’s estimated that a failed section 140 brought forward at this weeks meeting of Donegal County Council cost the tax payer as much as €5,000.
The controversial ‘Material Contravention’ allows for councillors to evoke a reserve function allowing a development go ahead, even if it has been refused planning permission by the local authority.
However Cllr John Ryan, who proposed the move, is accused of not giving councillors the facts of the case meaning that the lenghty process was doomed to failure as it wouldnt get the support required.
