Discussion continue in Lifford on budget 2010

As what looks set to be a protracted budget discussion in Lifford continues, County Manager Michael Mc Loone has told Donegal County Council that this year is different, and it’s well understood that new ways must be found in which to do business.

He said changes have already being made, and the council today has been acting like the board of directors of a business.

He said new systems are needed to convert resources to results.

In a break from the previous norm, each Director of Services outlined how their departments were staffed, and will spend the money they have been allocated.

Mr Mc Loone said that over the coming year, Donegal County Council can take the lead in showing how the national aim of Better Local Government can be delivered. Over the next six months, flesh will be placed on the aspirations outlined at the meeting, but the challenge today is to decide on whether the budget will be adopted for 2010. He recommended adoption of the budget with no rate increase, but said options are available to achieve a 3% decrease.

In his initial reaction, Fianna Fail whip Ciaran Brogan welcomed the new budgetary model, and challenged Fine Gael to provide a detailed outline of how it would secure the 8.5% increase it is seeking.

Fine Gael Whip Terence Slowey said with deflation in the economy, the council’s expenditure falling and a fall in the workforfce of almost 300, keeping the rate unchanged would mean an increase in the proportional contribution of the business community, and that is not acceptable. He pledged to present details of his party’s rate cut proposals at a series of meeting which is currently underway.

Sinn Fein Whip Padraig Mac Lochlainn acknowledged this is the most difficult budget ever, and he and his party will welcome any way of achieving cuts. Remarkable that 3% may be achievable, if Fine Gael has ways of getting an 8.5% cut, he’ll be open to it, but needs to see detailed proposals.

He says Sinn Fein proposing cuts in conference expenses of just over 100,000, and a cut in the overseas travel budget of 20,000 euro, along with a number of other measures.


70 year-old appears in court on child sex charges

A 70-year-old man has been returned for trial to Derry Crown Court charged with sexually grooming a child, gross indecency against a child and making indecent images of children.

William John Roddy of Queen Street in the city appeared at a preliminary enquiry today to face eight charges that were said to have occurred on dates between January 1999 and January 16 2009.

It was accepted that there was a case to answer and when asked if he wished to call witnesses or make any statement Roddy replied ‘not at this time.’

He was released on continuing bail on condition that he have no contact with anyone under 18, that he does not have anyone under that age in his home and that he does not be in possession of photographic equipment.

Roddy will appear at the Crown Court on January 12.

Budget meeting getting underway at county council HQ

Donegal County Councillors meet later this morning to discuss the authority’s revenue budget for 2010.

Coupled with the capital budget, which will be adopted next year, the council has a overall budget of just short of 220 million euro – half of what was available in 2007.

Councillor Dessie Larkin says today’s priority will be trying to maintain front line services at their current levels and believes councillor will have to be realistic with their expectations.

Youth Drop In Centre opening in Buncrana

A new Youth Drop In Centre is opening in Buncrana today. The centre occupies four rooms in the Plaza in the town which have been specifically developed to address local needs.

The venture was launched in October of 2008, with the small hall in The Plaza used until now.

The initiative was funded by the Inishowen Development Partnership backed by fundraising and interest-free loans from local business people.

Three in court following attack on Derry house

Three men have appeared in court on Monday charged in relation to an attack on a house in Derry last week.

20 year-old Christopher David Anthony Boast, from Robert Street in Derry, is accused of owning items for use in terrorism.

He along with Raymond Whiteside from Thornlea Gardens, and his son Jordan were also charged with offences including making threats to kill and possession of an offensive weapon.

The charges relate to an incident in Hollymount Park on Friday during which the windows of a house and a car were smashed.

The three are also charged with aggravated burglary, criminal damage, and possession of an offensive weapon while Mr Boast is also charged with possessing ammunition in suspicious circumstances.

A detective sergeant told the court that four masked men forced their way into the home of Sean Johnston at Hollymount Park at 3am on Friday morning

The gang left the house, but Mr Johnston, who was hiding in the attic, had phoned the police.

The police arrived and chased the gang along Corrody Road before arrested three men after their car crashed at Kildoag Road. A fourth escaped across fields.

Mr Johnston was shot at the same house in August, by a gang believed to be dissident republicans.

The case was adjourned and the trio were remanded in custody to appear in court again via videolink next month.

Inishowen NCT centre to open on January 12th

It’s been confirmed that the Inishowen NCT Centre will open from early next month, providing wehat the Vice Chairman of Donegal County Council is calling a significant New Year boost to the peninsula.

Cllr Charlie McConalogue says the new centre will begin operating at Liss, Carndonagh from Tuesday 12th January.

He says it’s the culmination of a very long campaign to have a centre in Inishowen.

Housing waiting lists fall in Donegal

Donegal County Council’s housing lists have fallen this year, bucking a national trend which has seen a 35% average increase in the waiting lists across the country.

The Irish Independent has collated figures showing 2,320 people on the waiting list in Donegal at the moment, down 11%. In Letterkenny, there are 925 people on the local town council’s list. a fall of 13% on last year.

No figures are provided for Buncrana.

Juristiction of Lough Foyle back in the spotlight

The question of how Lough Foyle should be administered is back on the table after it emerged that Derry Port has applied for a licence to expand its dumping levels in the lough.

However, Agriculture and Fisheries Minister Brendan Smith has confirmed to Senator Cecilia Keaveney that his Department has not received any formal notification of the application.

Minister Smith told Senator Keaveney that ‘it would be expected’ that the Northern authorities would seek his Department’s view of such a proposal, but that hasn’t happened.

Senator Keavney said to process an application without reference to the irish government is contrary to the spirit of the Good Friday Agreement, andn that’s a problem which needs to be urgently addressed

Many schools closed as cold snap continues

The deep freeze is continuing across the country this morning, spelling havoc for motorists.

Gardai in Donegal are advising motorists not to take to the roads unless absolutely necessary, and many schools have been closed across the county.

Meanwhile, City of Derry Airport was closed for a time this morning, with hopes that the airport will be declared open shortly (10am).

Passengers are being asked to check in as normal.
